In paragraph 6. of
Go28659/24 Hong Kong the late Governor justified
the existence of different schemes in Hong

Kong and Malaya on the ground that the conditions
of the two Services were entirely different.
reconsideration, however, I do not now feel
so certain that this is the case as regards
salaries (leaving the question of seniority
aside for the moment). In Malaya, as in Hong
Kong, substantive increments are continuous
up to the top of the time scale. The only
difference arising out of the division of the
Malayan Service into Classes is that an officer
acting in an appointment in a Class superior
to the officer's substantive Class, draws
acting pay.
This in itself does not seem
to necessitate
to be sufficient justifierbiam for the
existence of different schemes as to substantive
salary; and if it is the fact that the adoption
of the Malayan scheme in Hong Kong would remove
the dissatisfaction which at present prevails
there, I suggest that its adoption should be
approved.
It will be seen that, apart from the case
of Mr. Nihill, who would move from No.4 to No.1,
the adoption of the Malayan scheme would not
involve readjustment of seniority between the
Hong Kong Reconstruction Cadets, and would
therefore probably not create any dissatisfaction.
